Women, not the government, must make the heart wrenching abortion decision. Good, fair, objective counseling in advance is desirable. Abortions service should be safe, legal and everything should be done to reduce to a minimum the times when a person is forced to make an abortion choice.

US debt is largely attributable to bailing out institutions ?too big to fail?. This must never happen. Federal debt should be owed to the American people and not foreigners. Federal spending must not be reduced as the first way to address debt. Tax policy is fundamentally unfair, and must be made fair. Wealthy corporations have lobbied for and obtained loopholes. They must be eliminated. International trade policy must place the United States on parity with 150 countries with a border-adjusted tax. Without it, the US pays about 17% tax on exports, and it fails to collect on imports.

Congress must make careful "Findings" of a nexus between direct corruption and the legislated campaign finance reform steps. The Findings must satisfy the Citizens United and McCutcheon majority opinion requirements to be valid in the face of a 1st Amendment challenge.

I support capital punishment ONLY for: 1. Murder inside a prison by an inmate already sentenced to a life term (without it, there is not sufficient alternate deterrent in more time) 2. Murder for Hire (it is an occupational hazard in these cases) 3. Treason and Sedition.

The U S should collect its taxes honestly with minimal credits or exemptions except for children and capped home mortgage interest deductions. It should then affirmatively spend to support job creation. Tax credits do not provide sufficient accountability or a sound method to determine return on expenditures. They also are so very hard to get out of the law after their purpose has been exhausted.

Federal policy should trust teachers, allow them to teach to subject matter and not tests, and should not test for outcomes. Education grants are a risky way to distribute federal dollars. Schools and districts with the greatest needs may have the least ability to compete for, of even know of, grant availability.

Federal fossil fuel subsidies should end. There is enough profit for the industry without subsidies. Renewable energy should be the targeted energy investment area for federal spending. Future extraction processes must be safe, environmentally clean and responsible, and not harmful to the structure of the earth or its resources.

I am the lawyer who gathered landowners together, identified a legal theory, filed, handled and argued the Nebraska court case that slowed the KXL pipeline. The case was argued to the NE S Ct on 9-5-14. I think greenhouse gas emissions must be reduced at once and no more infrastructure should be built to expand exploitation of fossils to be refined to fuels. Replacement equipment would be permitted as the nation moves to energy independence.

I support: 1. Universal background checks. 2. Closing the gun show loophole. 3. 10 round limits on magazines or clips for semi automatic weapons.

The law should have, and should yet, freeze policies in place, superimpose on top of frozen policies all new mandatory coverages, and allow a reasonble, perhaps 4 year period for reserves held by insurers to adjust with premiums as actuarial data about the Act's features become known. The penalty must be large enough to command attention and coerce compliance, or the penalty becomes an option to compliance.

Those who did not flee legitimate prosecution, committed no offense and tried to contribute while here as best possible without documents should be given a prompt path to accessible, affordable, achievable full naturalized citizenship within no longer than a maximum of 1 year unless extended for good cause.

During my campaign a colleague in my office and I handled the 1st same gender marriage case to reach the Nebraska Supreme Court. Marriage should be allowed between two consenting adult persons regardless of gender or orientation.

While I answered both "Yes" both instances should be rare. U S citizens should not be killed without trial and due process. Others must be legitimate military targets. It is wise on rare occasion to eliminate risks as they begin to grow instead of facing and defeating them early.

1. Tax Fairness and elimination of loopholes. This must be accompanied by fair trade and elimination of trade deficits. 2. Reinvigoration of laws designed to protect the marketplace and foster competition, thus employment opportunities and a fair chance at a middle class, comfortable, lifestyle. This includes reinvigorating antitrust and monopoly prevention laws. 3. Campaign finance reform.
